This "waterfall" is really a dam. I suspect there were some rocky ledges below the location of the dam, but I've never seen any old photos of the area, so this is merely conjecture. At any rate, this isn't the waterfall you'll want to create an expedition for. Even for the dedicated waterfall bagger, this is a bust.

If you decide to photograph the falls, you'll definitely need a polarizing filter. The falls are very open and glare is a big problem. It's also hard to get both segments in the frame, 18mm should do the trick, but some distortion of the image will be quite evident. Ansel Adams wouldn't have wasted any film here, I wouldn't think...

Take Route 5 north in St Johnsbury. About 4/1- of a mile north of the Route 2 intersection, turn right on Concord Avenue. The falls are to your right.
